What happens and how is it going to work the Ofpra, CNDA and prefectures after confinement?
With the lifting of the confinement on May 11, Ofpra and the CNDA will gradually resume their activities. At the CNDA, the number of hearings will be limited to 10, starting on May 27th, and in the prefectures, the public will be received by appointment only.
The Ofii had announced on May 5 the resumption of the registration of asylum applications in the Île-de-France region for so-called vulnerable persons only.
For what related to Ofpra.
Asylum interviews will resume shortly. Ofpra indicates on its website that the convocations sent or hand-delivered from May 11 will have to be “honored.”
The appointments initially scheduled between March 16 and April 30 have been canceled and postponed without specifying whether the convocations sent from May 11 will be given priority. Besides, there is no indication of the new modalities adopted by Ofpra regarding the health measures in force related to Covid-19.
For asylum applications
Asylum applications are maintained but only by the Post. However, because of the particular context, an extension is planned. The deadline is still 21 days, but the date from which the asylum seeker must send his file is postponed after the state of health emergency.
Previously, files had to be sent to Ofpra within 21 days after issuing an asylum application certificate at a single counter (Guda). The latter opened gradually. For the moment, they only receive the so-called “vulnerable” people already received in Spada – the stage preceding the Guda – before the confinement.
For the CNDA
The hearings of the CNDA will resume on May 27th, as previously indicated.
The special conditions announced by the Court on its website :
Only hearings with a single judge (expedited procedures) will take place initially. Then, from June 15, it will be the turn of the classic hearings (with several judges for the classic procedures).
The number of hearings will be limited to 10 per day.
A limitation of the number of persons present in the court premises.
Wearing masks will be compulsory for all, and the hearings will all be held on camera.
Prefectures:
In the prefectures, the public’s reception will only resume during June and by appointment indicates the police prefecture on Twitter.
